Cost to Hire a Compliance Officer in Cyprus or the UAE (2026)

In short: In Cyprus, a mid-level compliance officer at a CySEC-regulated firm typically earns €3,500–€5,500 net per month, and the employer adds roughly 15% on top of gross salary in statutory contributions. In the UAE there is no personal income tax or employer social security for expatriates, but you pay for the visa, health insurance and an end-of-service gratuity. A senior Head of Compliance & MLRO role we recently handled for a CMA-licensed firm was budgeted at USD 6,000–9,000 per month. Recruitment through HRFinEase costs one month of gross salary, payable only after the hire starts.

Salary is only part of the bill. Below is what a compliance hire actually costs in each jurisdiction, line by line.

1. Salary: what the market pays in 2026

Cyprus (CySEC-regulated firms)

Cyprus compliance salaries are usually discussed net per month, which catches out many non-Cypriot employers. Our current benchmarks:

LevelTypical net salary / monthProfile
Junior (1–3 years)€2,500 – €3,500CySEC Basic or Advanced certificate, limited CIF experience
Mid-level (3–5 years)€3,500 – €5,500CySEC Advanced + AML certificates, direct CySEC experience
Senior (5–8 years)€5,500 – €8,000Has led inspections, manages a team
Chief Compliance Officer (8+ years)€8,000 – €12,000Board-facing, multi-licence experience

Many CIFs also pay a 13th salary, so budget on 13 payments, not 12. The full breakdown by seniority is in our Compliance Officer job description for CySEC firms.

UAE (CMA, formerly SCA)

UAE packages are quoted gross per month and are usually split into basic salary plus housing and transport allowances. The split matters, because the end-of-service gratuity is calculated on basic salary only.

As a reference point, a Head of Compliance & MLRO for a CMA Category 5 firm we recruited for in 2026 was budgeted at USD 6,000–9,000 per month. Pure compliance officer roles without the MLRO function, or at smaller introducing firms, sit below that. Many employers also ask for CISI accreditation in UAE financial rules and financial crime.

2. Employer on-costs

Cyprus

On top of gross salary, the employer pays (2026 rates):

ContributionEmployer rateCap
Social Insurance8.8%Insurable earnings up to €5,742/month
Redundancy Fund1.2%Same cap
Training & Development Fund0.5%Same cap
Social Cohesion Fund2.0%No cap
General Healthcare System (GESY)2.9%GESY ceiling

As a rule of thumb, budget about 15% on top of gross salary. The Holiday Fund contribution is excluded unless your company is not exempt from it. Because most contributions are capped, the percentage falls for senior hires earning above the insurable ceiling.

UAE

For an expatriate hire, the employer typically covers:

  • Work permit, residence visa and Emirates ID. One-off on hiring, then on each renewal.
  • Health insurance. Mandatory employer-provided cover in Dubai and Abu Dhabi.
  • End-of-service gratuity. Under Federal Decree-Law 33 of 2021: 21 days' basic salary for each of the first five years, then 30 days' basic salary for each year after that. Accrue it monthly: for the first five years it is about 5.75% of basic salary per year.
  • Pension. Mandatory contributions apply to UAE (and GCC) nationals, not to expatriates.

3. Regulatory costs most budgets forget

  • Certification. In Cyprus, CySEC's certification regime means compliance staff hold the Basic or Advanced certificate, and an AMLCO holds the AML certificate. Renewals need annual CPD: 20 hours for someone holding both Advanced and AML. If your preferred candidate isn't certified yet, add exam fees and time.
  • Approval time. Since 1 January 2026, board and executive appointments at CMA-licensed firms in the UAE need prior Authority approval. Plan for the time the seat sits empty while that happens.
  • Interim cover. An empty compliance seat is a regulatory risk, not just an inconvenience. Some firms pay for outsourced or interim cover while the search runs. Check with your regulator what is acceptable for your licence.

4. The recruitment fee

Agency fees for regulated roles are commonly quoted as a percentage of annual salary. HRFinEase charges a flat 1× gross monthly salary:

  • Payable only once the candidate starts work. No retainer, no upfront fee.
  • 90-day replacement guarantee on standard placements, extended for executive searches.
  • 25% off standard fees for 3 or more hires under one agreement.

On 12 monthly salaries, the fee works out to about 8.3% of annual base. Full details are on our fee schedule.

How to keep the cost down without hiring the wrong person

  1. Decide early whether you need a combined Compliance Officer + AMLCO/MLRO. Combining the roles saves a salary but narrows the candidate pool, and regulators look closely at whether one person can carry both.
  2. Hire certified. A candidate who already holds the CySEC Advanced and AML certificates or the CISI UAE modules avoids months of delay.
  3. Brief before the licence lands. Most of the time-to-hire is notice periods and approvals. Starting the search while the application is pending costs nothing on a contingency fee.
