In short: The Mauritius Financial Services Commission assesses directors, senior officers and control function holders of licensed firms against its fit and proper criteria. Investment dealers and other licensees must appoint a Compliance Officer and an MLRO, and Global Business Companies need resident directors.
What a key individual is in Mauritius
The Financial Services Commission (FSC) regulates non-bank financial services in Mauritius, including investment dealers, investment advisers, CIS managers and Global Business Companies. Its rules refer to directors, controllers, senior officers and officers rather than "key individuals", but the idea is the same: the people who run the business and its control functions must be approved as fit and proper.
The roles most often treated as key individuals are:
- Directors, including the resident directors of a Global Business Company
- Chief Executive or senior officer responsible for day-to-day management
- Compliance Officer
- Money Laundering Reporting Officer (MLRO) and Deputy MLRO
Fit and proper expectations
The FSC's fit and proper criteria look at:
- Probity and integrity – honesty, criminal and regulatory history, and conduct in past roles.
- Competence and capability – relevant qualifications and experience for the function.
- Financial soundness – personal financial standing and any insolvency history.
The FSC also considers whether the person has enough time for the role and whether there are conflicts of interest, particularly where one person holds several positions across group companies.
Typical qualifications and experience
| Role | Typical background |
|---|---|
| Resident director | Board or senior management experience; often a professional from a management company |
| Compliance Officer | Compliance, legal or audit experience in financial services |
| MLRO / Deputy MLRO | AML/CFT experience in a regulated institution; recognised AML qualification |
| Senior officer / CEO | Senior management in the licensed activity |
Compliance and AML candidates often hold a degree in law, finance or accounting with a recognised compliance or AML qualification. Experience with offshore and cross-border structures is valued because many Mauritius licensees serve international clients.
The approval process
- The applicant or licensee, often through its management company, prepares a personal questionnaire for each proposed officer.
- Supporting documents are submitted: certified passport, CV, proof of address, qualifications, references and a police or criminal record certificate.
- The FSC reviews the documents and may ask for clarification or more information.
- The officer takes up the role once the FSC has given its approval or no objection.

Indicative salary ranges
Mauritius salaries for compliance and MLRO roles are generally lower than in Cyprus or the UAE, and many resident director and officer roles are part-time or provided through management companies. See the key individual salary guide for indicative ranges by jurisdiction.
Live roles
Related offshore mandates currently include an MLRO / Compliance Officer for a Seychelles FSA securities dealer and a Local Director for a Seychelles FSA securities dealer. All open roles are on the vacancies page.
