UAE CMA Regulated Role — Key Person Requirements Apply
This is a regulated Key Person position under the UAE Capital Market Authority (CMA) Category 5 framework. Candidates must be UAE resident, pass CMA fit and proper assessment, and hold or obtain required CMA regulatory qualifications. Effective 1 January 2026, the CMA replaced the SCA under Federal Decree-Laws No. 32 and 33 of 2025.
About the Role
HRFinEase is recruiting a General Manager / Head of Category for a UAE CMA Category 5 licensed entity. This is a mandatory Key Person role requiring CMA exam qualification, UAE residency, and 3–5+ years of senior management experience in a regulated UAE financial services firm.
Requirements
- Minimum 3–5 years of senior management experience within a UAE CMA (formerly SCA) regulated financial services firm — mandatory
- Must hold or be eligible to obtain UAE CMA qualification and pass the required CMA regulatory examinations for Key Persons
- UAE resident — mandatory. This role requires physical presence and UAE residency as a Key Person under CMA Category 5 regulations
- Strong knowledge of CMA (Capital Market Authority) regulatory framework, including the 2026 transition from SCA under Federal Decree-Laws No. 32 and 33 of 2025
- Proven experience overseeing day-to-day operations of a CMA or SCA licensed entity
- Fit and proper — must pass CMA's background assessment with no adverse regulatory history
- Experience in financial consultations, client introduction, marketing of financial products, or arrangement and advice activities under Category 5 scope
- Excellent English — Arabic is a strong advantage for regulatory liaison
- Experience managing regulatory submissions, annual renewals, and CMA correspondence
Responsibilities
- Act as the designated General Manager and Head of Category (Key Person) for the CMA Category 5 licensed entity — approved and registered with the CMA
- Oversee all day-to-day operations of the licensed entity in compliance with CMA Category 5 requirements and the SCA Rulebook (Board Decision No. 13/R.M of 2021) during the transition period
- Manage all regulatory submissions, reporting obligations, and correspondence with the CMA
- Ensure the company's marketing, promotion, financial consultation, and client introduction activities remain within the scope of the Category 5 authorization at all times
- Supervise compliance with UAE AML/CFT frameworks and coordinate with the Head of Compliance on AML obligations
- Represent the entity to the CMA, clients, and counterparties as the senior responsible person
- Support the firm's business development activities within the regulatory perimeter of the Category 5 license
- Ensure ongoing compliance with CMA governance, substance, and conduct requirements
- Maintain all internal policies, procedures, and controls aligned with CMA expectations
- Report to the Board of Directors on regulatory standing, operational performance, and compliance matters
