UAE CMA Regulated Role — Key Person Requirements Apply

This is a regulated Key Person position under the UAE Capital Market Authority (CMA) Category 5 framework. Candidates must be UAE resident, pass CMA fit and proper assessment, and hold or obtain required CMA regulatory qualifications. Effective 1 January 2026, the CMA replaced the SCA under Federal Decree-Laws No. 32 and 33 of 2025.

About the Role

HRFinEase is recruiting a Promotions Officer for a UAE CMA Category 5 licensed entity in Dubai. The role manages all financial product marketing, promotions, and client introduction activities within the regulatory perimeter of the CMA Category 5 authorization. UAE residency required.

Requirements

  • Minimum 2–4 years of experience in financial services marketing, promotions, client introduction, or business development within a UAE CMA (formerly SCA) or other regulated financial services environment
  • UAE resident — mandatory
  • Strong understanding of CMA Category 5 regulatory scope — specifically the rules governing marketing, financial consultations, and client introduction for financial products and services in the UAE
  • Knowledge of CMA conduct standards and the restrictions applicable to promotional activities under the Category 5 authorization
  • Experience developing and executing compliant marketing materials, financial promotions, and client communication campaigns
  • Familiarity with UAE AML/CFT requirements as they apply to client onboarding and introduction activities
  • Excellent communication skills in English — Arabic is a strong advantage for client-facing and regulatory purposes
  • Experience working with CRM systems and tracking client introduction pipelines
  • Must pass CMA qualification examinations applicable to the Promotions Officer function

Responsibilities

  • Plan, develop, and execute all financial product marketing and promotional activities within the regulatory scope of the CMA Category 5 license
  • Ensure all marketing materials, financial promotions, and client communications comply with CMA conduct standards and UAE regulatory requirements before publication or distribution
  • Introduce qualified clients to the company's affiliated regulated entities in accordance with the Category 5 authorization framework
  • Manage and develop relationships with potential clients, introducing brokers, and referral partners in the UAE and MENA region
  • Coordinate with the Head of Compliance to ensure all promotional activities are reviewed and approved against CMA requirements prior to launch
  • Maintain accurate records of all client introductions, promotional activities, and communications as required by the CMA
  • Develop the company's UAE client base through compliant outreach across digital, event-based, and direct channels
  • Monitor competitor promotional activity and market developments in the UAE financial services space
  • Prepare regular reports on promotional activities, client introduction volumes, and pipeline status for senior management
  • Support the General Manager in maintaining the company's ongoing compliance with CMA Category 5 substance and conduct requirements
